Arizona is a land of borders.  Some clearly defined, like the 21 foot high fence along the border with Mexico, others less clear.  Looking at a map of the state, it is parceled out into national forests, cities, and reservations.  But when arriving at these dividing lines, often there is nothing.  What necessitates the defense of some borders, the lack of clarity of others?
